Nature of service and principles to safeguard children from harm:

The safety of children and vulnerable adults is paramount and all, without exception, have the right to protection.  To that end staff and volunteers of Cyclone Rep are committed to a safe performance environment during the presentation of their Theatre-in-Education shows.  Our aim is to make sure that all children and young people who attend our performances are protected from harm and can participate in an enjoyable and safe environment where they feel valued and have fun. All suspicions and allegations of abuse will be taken seriously, responded to swiftly and appropriately.


Risk Assessment:

A.   Cyclone Rep will ensure that risk management: 

- is an integral and ongoing part of its management process 

- is as simple and straightforward as possible 

- that structures and responsibilities are clearly defined.   

In addition, Cyclone Rep will: 

 

- determine an appropriate method for addressing identified risks 

- repeat the process of risk identification on an appropriate periodic basis. 

- assess identified risks on an appropriate periodic basis 

- provide for monitoring and reporting at various levels of management. 

 

B.     Scope 

 

This policy applies to all Cyclone Rep employees in any setting where supports and/or services are provided. 

 

C.    Areas of Risk 

In order to manage risk on an integrated basis i.e. inclusive of all risk whether to do with the management or service delivery processes, the following have been  identified as risk areas to be addressed:

 

- Risk of Injury to Service User/Staff/Public 

- Service User Experience Risks

- Compliance with Standards (Statutory, Clinical, Professional and Management)

- Objective and Project risks 

- Business Continuity Risks 

- Adverse Publicity/Reputational Risks · Financial Loss Risks 

- Environmental Risks 

 

D.    Risk management policy 

Cyclone Rep is committed to implement an organisational philosophy that ensures risk management is an integral part of our organisational objectives, plans and management systems.  Compliance with legislative requirements underpin the risk management policy. The core function of risk management is to assist Cyclone Rep to meet its objectives.  

 

The expectation is that there will be a more positive approach taken by staff around ‘risk’ and the opportunities that positive risk taking can bring to people’s lives. The use of risk management methods to provide a consistent approach to these issues, such as those described in the AS/NZS 4360: 2004, and subsequently in ISO 31000, adopted for use by Cyclone are now widely accepted as mandatory. This approach moves away from the mainly one-dimensional view of risk as pertaining largely to threats and instead views risk as dynamic and multidimensional and emphasises the potential gains/opportunities  as well as the hazards of risk taking. 

 

The following factors are considered essential for the successful implementation of a risk management strategy: 

1. Board and management understanding and commitment to risk management. 

2. Alignment to the organisation’s objectives. 

3. Embedded into day to day processes. 

4. Management of risk is an integrated way incorporating clinical, non-clinical, 

and financial risks. 

5. Employees and management partnership in risk management processes with 
clear communication channels. 

6. Preventive maintenance risk management processes are applied to strategic 
and operational risks and the management of facilities, estates, amenities and  equipment. 

7. Structured mechanisms in place to monitor and review the effectiveness of  risk management strategies, plans and processes. 

8. All incidents are immediately reported, categorised by their consequences and investigated to determine system failures, using an organisational learning approach.

9. Systems of work are designed to reduce the likelihood of harm occurring.

10.  Safe systems of work are in place to ensure the safety of clients, staff, and the public. 

 

E.    Promoting a Risk Management Culture 

Cyclone Rep is committed to the protection and wellbeing of audiences, and Cyclone Rep as well as demonstrating openness and transparency in all matters relating to management and legislative compliance. To this end Cyclone Rep is committed to promoting a culture of Risk Management based on a practical application of best practice. Cyclone Rep is committed to having in place the necessary structures, processes, training, information systems and communication mechanisms to ensure that this is achieved, along with, where necessary, financial and other resources. 

 

Cyclone Rep seeks the commitment of all staff in supporting this initiative. To this end Cyclone Rep promotes an environment within which individuals/groups are encouraged to identify hazards and risks, and report adverse events promptly within the framework of a positive and supportive culture.  

 

F.    Risk Management – Cyclone Rep Organisational Structure

The following hierarchical list sets out where the Risk Management Function of Cyclone Rep sits in the context of the overall organisation and which parties are required to provide risk assessments:

G.    Planning for each Year

Cyclone Rep Theatre Company will review their Safety Statement and Risk assessments on a regular basis.  With regards to the office and rehearsal spaces, they will be reviewed in August each year.  With regards to proposed venues we will tour to, risk assessments for venues will be discussed with the technical manager by the company manager to ensure that everything is in order.

 

We have carried out an assessment of any potential for harm to a child while availing of our services including the area of online safety when accessing the internet. Below is a list of the areas of risk identified and the list of procedures for managing these risks.

 

H.    Risk management for live shows and online:

With regards to our performances for Secondary school students, these take place in venues and schools where risks assessments are already in place. We follow advised risk assessment guidelines of host venues and schools while also ensuring that our actors and tech staff are advised on all relevant aspects of child safety.

 

With regards to online safety, all resources that students can download on our website are vetted for appropriateness by the Cyclone Board, CEO, and manager. On the board are a counsellor, a child educator, and a retired Drama teacher.

Procedures

In addition to the procedures listed in our risk assessment, the following procedures support our intention to safeguard children while they are availing of our service:

 

·      Procedure for the management of allegations of abuse or misconduct against workers/volunteers of a child availing of our service;

·      Procedure for the safe recruitment and selection of workers and volunteers to work with children;

·      Procedure for provision of and access to child safeguarding training and information, including the identification of the occurrence of harm;

·      Procedure for the reporting of child protection or welfare concerns to Tusla;

·      Procedure for maintaining a list of the persons (if any) in the relevant service who are mandated persons;

·      Procedure for appointing a relevant person.

Implementation:

We recognise that implementation is an on-going process. Our service is committed to the implementation of this Child Safeguarding Statement and the procedures that support our intention to keep children safe from harm while availing of our service.

 

This Child Safeguarding Statement will be reviewed on January 5, 2022, or as soon as practicable after there has been a material change in any matter to which the statement refers.
